With the rotate of Magic 2014, all sanctioned formats as well as the group that oversees the Commander format announced their updates to banned and restricted lists.

Functional Errata and Relevant Rules Changes

Because they were being very proactive in the changing of the Legend Rule, the core set rules changes were already spelled out ahead of time. No additional changes were announced.
